Apache Lucene Project Creation

Doug Cutting created Apache Lucene, a high-performance, full-featured text search engine library written entirely in Java. It provided the fundamental building blocks for Solr's search capabilities.

Significance

Lucene's creation was absolutely foundational. Without its robust indexing and search primitives, Solr would not have been possible. It provided the 'engine' that Solr would later wrap and expose as a server.
