Azure Resource Manager (ARM) General Availability

Azure Resource Manager (ARM) became generally available, providing a management layer that enables you to create, update, and delete resources in your Azure subscription. It allowed for declarative resource deployment via templates.

Significance

ARM laid the foundational API and deployment model that Azure Policy would later build upon. Without a unified resource management plane, policy enforcement across disparate resources would have been impossible.
